Can you pierce over a closed piercing?

Hey guys,
I had my eyebrow pierced a few months ago, took it out just recently, and it closed up. I would like it re-pierced on the same eyebrow, but there is still a little bump under the skin like you would have from an earlobe piercing. It doesn’t hurt and it was not infected…just wondering if there’s any harm in getting it redone in the next couple months or so. A friend of mine is a piercer and says that is okay, but some other people are advising against it..
If you’re leaving a good two or three months before repiercing, you shouldn’t have a problem having it repierced in the same area.
